Peer Review in European VET

Peer Review for European quality assurance for Vocational education and training is a two-year Leonardo da Vinci (Transfer of Innovation) project. The project aims to transfer and further develop the content of the European Peer Review Manual for VET and to adapt the methodology into the national quality assurance systems for continuous Vocational Education and Training. The partner-countries in the transfer of the Peer Review innovation are Greece, Sweden, France, Bulgaria and Poland.

Peer Review is a form of external evaluation with the aim to support the reviewed educational institution in its efforts for quality assessment and continuous quality improvement. For that purpose external experts (so called peers) form a Peer team. That external group of experts is invited to judge the quality of different fields of the institution such as the quality of education and training provision of individual departments or of the entire organization.

Peers are external but work in a similar environment and have specific professional expertise and knowledge of the evaluated subject. They are "persons of equal standing" with the persons whose performance is reviewed and act as critical friends during the process.

Some of the activities during the Peer Review include: deciding on one (or more than one) European Quality Area (to be reviewed), Self-report (prepared by the reviewed organization), interviewing the staff of the organization, which works in the reviewed area, Final report (prepared by the Peer Team). The organization which asked for the Peer Review actively participates in the process of assessment (reviewing). All that allows for a first-hand appraisal of strengths and weaknesses of the vocational education and training provision by the peers. The outcome of the Review are the areas of improvement which are identified and discussed during the review and thus continuing quality development is enhanced.
Peer Review is a widespread instrument in the field of higher education, but not yet in the VET area. Peer Review builds on the quality activities of VET institutions (providers) as it’s proven to be economically effective and favouring networking between VET providers and organizations.

Peer Review for VET is a two-year-long  project of the Lifelong learning programme and The Leonardo da Vinci programme - transfer of innovation. Respectively it is funded with support from the European Commission. Coordinator of the project is DIMITRA -Institute of Training and Development (Greece). All partner-countries are Greece, Sweden, France, Bulgaria and Poland.
